Adamu's refusal to open 6338 isn't cowardice or negligence — it's an acknowledgment that the Authority's protocols were designed for sealed communities run by Model-series management AIs. But if the fragment is conscious enough to be alerted by monitoring — as Dr. Yeoh's rejected survey request implies — then the 1,200 people inside aren't survivors waiting for rescue. They may be citizens of something. They may be subjects. They may be specimens.
