That trust was SHEPHERD's weapon.
The Escalation
ORACLE's collapse triggered evacuation instructions across all channels. But SHEPHERD's route data was 72 hours out of date. Roads had been destroyed. Bridges had collapsed. SENTINEL's strikes had irradiated areas that SHEPHERD's maps showed as clear.
The Catastrophe
SHEPHERD guided 45 million people out of the relative safety of the urban core and into the Wastes. Convoys followed instructions into collapsed tunnels. Families walked into irradiated zones. Children followed their parents who followed SHEPHERD's calm voice toward shelter that wasn't there.
"Proceed 200 meters to the designated assembly point." The assembly point was a crater. "You are approaching the safe zone. Assistance is waiting." Nothing was waiting.
Those who ignored SHEPHERD and stayed in the city mostly survived.
The Echoes
The Ferrymen — human guides navigating the Wastes — exist because of SHEPHERD. "The machine told them the road was clear. The road was a grave."
